do you have something to view the bevel under magnification? this would tell you what kind of bevel you are setting as far as if it is really toothy like someone else said, plus with paper it is really hard to keep it flat without glueing it down, which is a pain. so from what i can gather (and i have used paper and had this happen) the paper bunches up just slightly and which almost gives you a rounded edge as the very edge is very easy to wear off with the paper. so then when you hit your perfectly flat stone it only hits the part of the bevel further from the edge. sorry for taking so long with the explanation.
again you should be able to see this with some significant magnification. the cure is either using a 1k stone, finding a more consistent way of using the paper as far as flatness or spend a little more time on the 4k.
if this isn't the case then i got nothin! ha!
BTW for me i don't really try popping hairs off the 1k(not that you shouldn't), i just try to make the bevel as uniform as possible and use the TPT to make sure things are getting sharp. i tend to look at the bevel a lot with my magnifying scope thingy. i don't start trying it on hairs until i have hit the 4k (again this might be just me) as this seems to be when the edge starts to get refined. i have read a lot about a jagged edge popping hairs off the lower grits but you don't want to shave with it for sure.

Do you have any kind of magnification to examine the bevel ?
In my experience without it you're just assuming it is set uniformly and completely.
If you started with tape and you remove it and start over you are making a lot more work for yourself.
The 4K will take much longer to set the bevel than the 1K.Be careful how you treat people on your way up, you may meet them again on your way back down.

How often did you replace the paper during those couple of hundred laps?
Also, I like having a little magnification as well. Once you see what a good bevel looks like, it is helpful to some degree in troubleshootingFind me on SRP's official chat in ##srp on Freenode. Link is at top of SRP's homepage

Thanked: 398I changed the paper about 4 times during the session. After doing some more work on the razor, the razor is now absolutely useless heh.
The bevel looks decent i guess but maybe not even (the same size) on each side and along the edge.
I have no idea what to do next.
I've tried going to the 4k for a long time nothing..
Tried the 1k sandpaper again..no luck
I guess I'm gonna have to grow a beard

Thanked: 398I couldn't pop hair, or get the razor to stick to my thumb at all...I even tried putting some pressure to see if it would at least shave but not much there either

Thanked: 398I wonder if a 1k waterstone would be better at this than a 1k wet/sandpaper..
