IME even after soaking the Norton 4k will still suck the water up quickly. I keep a spray bottle handy and give it a shot sometimes every 5 or so strokes. I have also taken to leaving it in water all of the time. If you go that route be advised that you need to change the water every other day or so. If you don't it will get slimy.
Be careful how you treat people on your way up, you may meet them again on your way back down.

Also, WHILE honing with the Norton I always kept it partially submerged to minimize the seemingly constant need for adding water to it. This was accomplished by having the hone in a shallow tray sitting on top of a piece of styrofoam that was inside another pan. That way the shallow tray could overflow into the lower pan without making a mess.

I just keep a measuring cup of water handy and pour a little on every time I flip it. Seems to work well enough
