I saw a lot of good advice pass by....

If you are still looking consider building or buying
a balsa hone. A balsa hone with 1.0 or 0.5 diamond
is easy to use and will bring back a blade
that the strop is not bringing back.

If you have access to a cabinet maker you should
be able to get a flat base made of scrap for the price of
a six pack. Some hard balsa from the hobby shop
to glue on the base and order the honing paste from
some handy place on line and you are good to go
shaving.

And sure if you can find a used natural or vintage barbers hone
for the same money go for it.

There are lots of other choices. With a limited budget
shop with care and if you can hand craft some of
the common bits you can save some bucks.
