I've been working on trying to set the bevel on this for a couple hours tonight and boy it is definitely frustrating. I understand all the gripe about the difficulty on these old wedges.
I have noticed with this particular razor's edge (looks to be about 5 degrees) it has a bit of a twist to it and I just can't seem to get an even bevel out of it.
It feels like the spine is the only piece getting filed. I tried adding a couple layers of tape to speed up the process but it didn't help much at all.
Any recommendations for working through this?

Simple don't worry about an even bevel. At least on your first. The only thing you should worry about is getting the bevel set. From there it gets easier.

Thanked: 4But if the razor isn't popping hair decently on the 1k then doesn't that mean that the edge isn't set properly?
On a positive note I honed up my imperial 20507 and i'll shave with that in the morning (yeah, something accomplished!)

The bevel isn't set until it is sharp enough to "pop" or cut hair very easily. If your close you could add a layer of tape to create a secondary bevel.
