Thanked: 0I got a little bit of info after sending out some feelers on facebook. The two character phrase 特選 translates to something along the line of, "specialty", "top choice", or "special choice."
The second character of the maker's name (the longer string of characters) looks like it might be incompletely struck. If it is indeed "上", then that makes the first two characters "井上" or "Inoue." This could be promising!
Shave report coming soon!

Thanked: 884I messed with the brightness and contrast of your picture a bit. Makes the kanji a bit easier to see.

Hello, I might have something for you.
The kanji we need to know are these 芳忠 (Houchuu, or Hōchū) which should refer to the maker of this kamisori. 特製 (tokusei) means special. So you should have a Hōchū special kamisori.
The first kanji on top, are barely readable, but in my opinion should be the classic "Trade Mark" or "Registered Mark" kanji combination.
