Back in the 80s and 90s there was a man, I believe his name was Peterson, teaching a system called SCARS. He trained Navy Seals. This may be the method you are thinking of.

I do believe that was the name mentioned when a SEAL team was going around to submarine's teaching it to us at the Groton, CT base in the early 90's. All H2H to incapacitate someone quickly if they boarded without approval. Nothing was "nice" about it for the person on the receiving end.
