Could be German, French or even Turkish. I've seen the same scissors a lot of times with the same logo on older ebay sellings. From the shape I also think these must be made before 1900. They look more antique than most vintage shears. They still cut perfectly and after the restoration they will be sublime. After handling these, modern scissors feels like toys in the hands.

I hope I can find some vintage Wiss shears to restore too. But here not a lot Us made scissors can be found. A lot of sheffield and solingen ones tho. Like henckels, ern, nowill & sons etc. All the goodies. Still, I want a big bad Wiss just like this one in this video:
