    Welcome to SRP.
    Yep, as was stated, start with some steal wool and wd-40 or metal polish and spend a couple hours cleaning. Being careful of the edge. You will find that a dull razor is as sharp as a knife the hard way and thats no fun.
    A proper honing, not done by yourself is best when starting out. This way any issues you have with shaving will not be the blade. You will need a strop but dont spend a lot as you will cut it up. It just happens when your new to this hobby.

    Read as much as possible in the library and watch some vids to learn basics. And take you time. Slow and easy. Enjoy the ride.
