not sure about in the uk... most barbers in the us have to use a shavette or other disposable blade razor for shaving customers.
Be just and fear not.

If I were starting out, on a low budget, I'd get:
a) a boar-bristle brush - Omega or other brand -- somewhere between $10 and $20 in most pharmacies.
b) a medium-priced soap or cream -- Proraso, or something similar -- for between $5 and $10 per puck.
You should be able to get a good lather with those.
"More luxurious" doesn't always mean "shaves better". A few months ago, I got my first "premium" soaps -- MWF and Tabac. I use them in rotation with Proraso. The lather is thicker from the premium soaps, and I _think_ it provides better protection against razor burn. But no matter what lather you use, you _can_ cut yourself, and too much pressure _will_ give you razor burn.
There aren't many rules for this stuff -- everyone has his own taste, and his own budget.
