    Welcome to SRP!
you will find plenty of fellow members in Virginia.
the dovo Bismark is a very nice razor. just make sure you get your form a vendor who understands that "shave ready" does not mean factory edge. there are lots of great vendors to be found on this site. you will also need a strop and a brush and shave soap.
your best bet is a complete starter's kit... they usually are discounted a bit.

watch the videos, read the beginners topics and ask lots of questions.

    enjoy,
    jim

Hi Jeff, and welcome to SRP! We're glad to have you here.
+1 on sylight's comments. The best piece of wisdom I can give you for now is to be patient with yourself. Everybody here likes helping rookies, so there are no inappropriate shave-related questions. See ya in the trenches, buddy!

if i recall the dovo bismark is a great looking razor (i like it very much), but wont shave any better then a cheaper dovo "best quality" the dovo bq can be had for about 80$ + shipping.. and at some places if you buy a strop at the same time your purchase price may be enough to get free shipping.. just a thought.. if you want the bismark and can afford it by all means, get it.
