With a 3 and a 1 year old I hear you. We have drawers in our bathroom vanity. We installed magnetic child locks and a cutlery tray. I keep tooth paste and nail cutters in the front and the blades in rotation in the back.
These are the locks. They are bullet proof in our house. It takes some finess to open even when you know how to use it. We have them in the kitchen as well and the in laws still have a problem with them.

Well I already own one of each of the top two gun safes. But they are in use for guns. My cabinet is very much like the machinist toolbox. I like how its laid out an functions. May just try to find some locks for it. If not I know harbor freight carries the toolboxes for not to much money. Any other suggestions?

I wonder if something hanging on the wall might work, at least for a few years. As long as there is nothing to climb on it would be out of reach.......................
