There are a lot of different factors that could be causing your razor rash. I don't think I have heard of a pre shave oil itself actually causing razor rash but it is possible that you are allergic to something in the oil. I would say take a day and don't shave just put on the shave oil and let it sit for awhile and then wipe it off. If you break out in a rash then you are allergic to it and should stop using the product.
Now if you are not allergic to the product and you only get the razor rash when you use the oil and not when you don't use the oil. I would say that you are probably sub-consciously thinking that the added protection of the oil will let you be more slightly more aggressive in your pressure and angle so I would say you need to pay attention to that more.
I have also heard that some pre-shave oils don't mix well with lather and will ruin a good lather which would cause your shave to become uncomfortable.

Humm, that sounds very odd. What product are you using?
Usually, a pre shave treatment will soften the beard, not stiffen it, and I have not come across any with alcohol in them.
Still, I would not think alcohol before a shave is a bad thing (yea yea, unless you drik it, ofc ) so I would not think that was the case of razor burn. Perhaps your pressure is too hard? Or perhaps your lather is not moist enough?

The only pre shave that has alcohol that I know of is electric preshave which is specifically designed for an electric razor. It dries your face and leaves a light oily surface so the metal doesn't abrade your skin. Hopefully you're not using something like that for any wet shaving.

I agree with Joe. The rash sounds like something other than razor burn. Possibly the alcohol in the product is aggravating tiny little nicks you get while shaving sort of like shaving with aftershave rather than putting it on afterward. Sounds like a good time to try a hot towel in stead. Some guys swear by that. Almost makes me jealous that I don't shave my face.
