The 'England' only appeared after the 1890s?

After 1890. Up until that point, only the name of the city where made appeared. But in 1890, the US Congress passed the McKinley Tariff Act, which among other things required that all imports to the US must carry labeling as to their country of origin. I imagine that cutlers (and other manufacturers) found it easier and cheaper in the long run to simply mark all their razors, knives, etc. with the country name whether destined for export to the US or not.

1892, I think, with razors made from 1893 on all being stamped (legal ones at least, there's no counting on what back-yard or black market shenanigans happened)

The white gleam of swords, not the black ink of books, clears doubts and uncertainties and bleak outlooks.

<shrugs> Fair enough, 1891 it is then. Not like I'm going to miss an appointment around then.

The Tariff Act was after The Madrid Agreement, April 14, 1891.
US didn't sign The Madrid Agreement. But they made the McKinley Tariff Act, very similar document.

Picked up my first straight razor from an antique store yesterday. It polished up nicely. Now just needs a good honing and it'll be ready to shave.

I was lucky enough to pick this up recently on ebay Australia. It's a 17/16. It's the biggest Bengall I've seen.
