The blade may be toast, but the scales aren't. Probably purchased for the scales, which look to be in nice condition. Match those scales with a blade in better condition, and you've got yourself a very nice razor.

I guess I am just one of those people who will buy it for the blade and scales, not the other way around. I found it funny that the ad said, "Like New."

Agreed - the, "Like New" must have been the seller not knowing that blade had been honed/damaged, or, just an eternal optimist!

For someone who's managed to get a Reaper blade is nice condition, but scales that are pooched, the cost of these scales and the blade is pretty negligible. If those scales were to be matched with a blade in nicer condition, which may have sold for a similar price but the scales were kaput, a complete razor like that would probably get you around $1,500...or a beautiful, very rare razor for your collection.
