No way would I tape the spine.
I'd do about 25 laps on the 1k to see if it wakes up the edge. if it needs more I'd give it more. I might even do a few dozen circles per side. Then I'd run a Norton pyramid from 25/5 down. TPT all the way. HHT. If it passes I strop it. Give it 3 swipes on the Honemaster barber hone.
Somewhere around there and you've got an edge.

I personally agree that you don't need to tape, but I can see how one might want to avoid putting hone wear on the spine if you take the trouble to do a restoration and get a nice finish. Either way, you can put a sweet edge on, so it's really up to you.
The upside I see to taping is, as mentioned, not putting wear on the spine. Downsides are that you have to retape to do touchups, and you probably won't get the thickness exactly the same (which results in removing more metal from the edge). Also, tape is removed as you hone, and it can clog a hone pretty quick (at least that has been my experience). Yes, it is easy to rinse off, but that's another step to take.
With your concave ground razor, setting a bevel shouldn't require the removal of too much metal. If she was my blade, I wouldn't tape her.
