Yeah I did & it's still unusual to use hard steel for the whole razor. Is it Yasuki yellow , white, blue ?

"Silver Steel" is made in a few countries. It's a high-ish carbon tool steel with no silver in it.

I bought this razor in a small lot. I thought it was a Henckels from the pictures but when I got it in hand I could see it is a Kōsa.
I also noticed scratchings on the scale. At first glance I thought they might be initials but as I looked closer they look more like kanji. The bottom two appear to be on both sides but one side has another which I don't see on the other side. It's hard to say if it is a kanji or just scratches.
I think I'll post it in the kanji help thread and see if I can get help. Meanwhile it has been on the back burner but I do plan to restore it soon.Iron by iron is sharpened, And a man sharpens the face of his friend. PR 27:17

Hookstown, Pa. Melody Lanes comes to mind when I think of Hookstown. Did a lot of rollerskating there when I was a kid. Probably gone to the ages now!
