Thanked: 13245TI made some "Sheffield Best Steel" razors, ask for better pics unless there are more that you didn't post.. look at the spine vs edge relationship
Also a TI 5/8 should measure from top of spine to edge as almost 6/8 that is how they measure razors...
We don't do valuations on SRP, but take a second and price check new TI's to get an idea of the deal

That looks like the "Loup et Bellier" model that CS sells. It is indeed a TI, forged form Sheffield steel. Looks to be in good shape. Retail on that model is over $300 so $100 sounds good. You're probably not talking about a restoration there or a bad blade in any way...unless the previous owner blunted it or something?
Come on, veterans...need some experienced eyes on this!
