Without having it here, I can't be sure, but those look like "vulcanite" (hard rubber) scales -- very common. Typically when an eBay seller says they're celluloid, they're actually rubber. That's not a bad thing, think bowling balls. Try this -- rub your fingers hard against the scales -- do you notice a smell like tires? That could be what you're noticing. Keep the razor in open air for a while, the smell may fade with time. BTW -- Scrubbing Bubbles is generally OK for blade and scale cleaning, the alcohol is probably a no-no.
