I'm no expert, but to me, that looks like a variation of one of the numerous "pipe" marks used many different makers over the years. There was a recent thread on the variations of these pipe marks, but I can't find it at the moment. I'm certain a true expert will be by shortly. Regardless of the maker, that is a neat stub tail you have.

The table of a few pipe marks can be found here. There are probably more.

It does look a bit like the Luke Alsop pipe, but I'm not to sure about the other bit of the mark - they could be initials, for instance. Can't make them out well from the photo, but conceivably 'IB' which we would call 'JB' possibly, as John was often spelled with an 'I' as in the latin way in early days. If they are initials and they do represent JB then maybe J Birkes? Who knows!

FWIW Luke Alsop is recorded in Gales & Martin's Sheffield Directory of 1787 as a cutler and surgical instrument maker living in Coalpit Lane, Sheffield. No doubt the family endured and contained other Luke's, as that tang looks a (little bit) odd for such an early date.

    Regards,
    Neil

Yes it's an I B and obscured by the scales so I'm guessing it's a makers mark
