Honestly, It sorta looks like a Dovo #105... at least the Pattern Etch does, but that is the first one I have ever seen like yours

It is not pattern welded steel. This does not mean it will not shave. It was an advertising gimmick.

There is a pic of the Dovo I was talking about, like Mike said not actually Pattern welded steel but a Etch pattern applied to the surface..

Again I have never seen one like yours, but the Dovo #105 is a sweet shaver.. Hone yours up and see what ya have
