    It's lost a severe amount of metal - the blade should be probably 1/4" wider than it is. The notch at the heel, if it is intentional, could be put there to make it honeable. Originally the blade would have looked quite different.

    Real pity about the missing steel - it's likely to have been a lovely little razor in its day (and still quite fascinating). They are traditionally small razors - perhaps that explains the name?

    "Midget" was a trademark of Böntgen & Sabin (1870 -1983). That explains the German steel.

    As for Penn B. S. Co, my educated guess is they were an Allentown Barber Supply Company from Pennsylvania. There are a number from Allentown through the years, not sure if they're related.
