Tonsorial Gem is a fairly known name, have even seen some barber hones with that brand. Do a search of the forums and you get dozens of threads.
The older I get the more I realize how little I actually know.

The rust along the edge on the bottom razor could be a worry. Depending how deep that rust goes, it may have ruined the razor. The razor on top looks like it has been honed a bit too much at the toe end but if there is not rust or damage to the edge it might be a decent purchase if the price is low enough.

If both were in good condition I would say go for it but in their current condition I would say that's too much. Try get the one on top in the picture for as little as possible and explain that the bottom one is probably ruined by rust to see if they will throw that in for free.
