hard to answear...for me depend also from the makers.
I think that for me solingen steel is bit hard on skin...but i love my ern ator.
Sheffield steel is smooth for the skin...but many british razor haven't deep cut...but i love bengall blade extra hollow because it is deep and smooth.
In my experience sweedish steel is in the middle beetween solingen and sheffield...but they are best razor that i have? no...
i think that some manufacturers have put the soul in their razors and you can feel it
