Not sure this helps much but I found this while looking for a different razor from there.

Gebrüder Lützenkirchen. Solingen: Klingenstrasse 36 in 1935. Brand names: 'Botafogo' (1920), 'Ciwis Solingen' (late 1920s?), 'Conte Aiollo' (1921), 'Kirche' (1923), 'La Foca' (1920), 'Lützenkirchen' (1920), 'Lutz Solin' (1922), 'Phoca' (1920), 'Schwertschalg' (1923), 'Seehund' (1919).

I'd say it's more of a seal than otter IMHO. But in general, razors from Solingen in Germany are quite good quality.

Actually even more so the above post says Seehund was a label used. Seehund is German for seal which of course really confirms the picture on the blade.

I think you've found your manufacturer

    I agree with Andrew.

Interestingly, there was an M. Lützenkirchen in Solingen who was a straight razor maker, possibly a relation of Gebruder Lützenkirchen.

Old hands here might remember the sudden influx of the Gebr. Lützenkirchen "Seal" straight Razors some years back. I managed to get around fifty from the seller at a discount, all NOS. I honed every one and they took an excellent edge - as good or better than any Dovo.

Here is a pic of one of mine, which was rescaled as the old plastic scales were a bit funky:

There is no reason why the OPs razor should not be every bit as good.

    Regards,
    Neil
