My best bet would be:
• Otto Klein. Solingen-Ohligs: Mühlenstrasse 17 in 1939. Brand name: 'Flügel-Klinge'.
Klein Ohligs Solingen. Again, my best bet, not the final word by any means.
The razor does say Solingen-Merscheid, which is an area of Solingen. But then again, so is Ohligs. And they are very, very close. As in: next to each other. But this is more of an educated guess than anything solid, so don't take it for gospel.
As an aside: Solingen Razormakers. Wonderful source of information.

This razor was hide during WW and WW2, my grandma said it was bought 1890+ so maybe this could help
