I wouldn't worry too much about the size of the pivot hole. I don't see any reason to suspect it's not German either. Id repin it, hone it up and see how it shaves.

Well cleaned the blade up and buffed it ,filled the washed out pivot pin hole and will drill it out tomorrow and pin it,made some new scales out of red acrylic and used a white wedge.After that I will set a bevel and hone it and see how it performs.
