Imitation is the greatest form of flattery, I believe is the old expression. Makers often imitate each other in many many ways and not just razors either.

German razor makers have used Swedish steel for razors. Razor looks very Heljestrandish. Rebranded Heljestrand?

I've seen a number of Bengalls, and a few other makers, that have that same style (they came from Sweden), e.g.:

I've only seen Bengall (A.-Bol) Borlänge versions with that same notch, but I don't doubt there may very well have been others. Heljestrand's are just the most common because they seem to have been the most prolific Swedish razor manufacturer, or at least the one with the largest international draw due to their Paris retail location and thus European (non-Scandinavian) foothold.

Also, Swedish blanks were used by non-Swedish razor makers and razors were made for export. There are a few explanations.
