Try laying tracing paper over the blade stamping, shading with a pencil to see if you can read the script.

Clean it up a bit with a scouring pad or a not so hard wearing Dremel thingy.

Or clean it up with steel wool then do the trace paper.

Clean it up a bit.
If you have WD40 and an old toothbrush that is one place to start.
After that scrub a paste of Bar Keepers Friend® Cleanser & Polish using the same tooth brush.
Bar Keepers Friend® Cleanser & Polish has just enough oxalic acid to help with both red
and black rust. Rinse well in hot tap water then apply some WD40 for Water Displacement
so the steel can take a light oil and not rust more.
It is a nice old but not too old famous enough brand.
If not badly rusted or damaged on the working edge it could make for a fine shaver.
