Who and when the razor was made?

Definitely Sheffield. Victoria's Reign. Could be any one of the manufacturers of the time.

Victoria was born 1837 and became Queen at a young age late teens early twenties. Died in 1901. So somewhere between 1845 to 1901 I guess.

I agree with the others. One of many Sheffield manufacturers. These 'generic' razors were a way that the workers lower on the totem pole could make some money in lean times, which in the trenches of the cutlery trade was every other week. More likely that not a superb tool.

There were lousy razors made under the same conditions -- stuff made from iron, or very dodgy steel -- but that stuff tends to not survive contact with buyers. I'm not sure I've ever actually seen one, but I know they existed because the workers complained about them being used in lieu of cash money for payment.

I'd guess that one dates to toward the end of Victoria's reign. 1880. +/- 15 years.
