Is that a pearl inlay in the scales or steel?

Yes, inlay is mother of pearl. Scales are dyed horn.

I have an old Wostenholm and had a Eyre. Both of then had dyed horn to resemble tortoise shell and they both had an inlay similar to yours, but I'm pretty sure they're no MOP.
