    A quicky, IMO.
    I mean, give it a cleaning, hone it up, see how it shaves. Then choose.

    Nice looking scales. Blade honed to a taper, maybe from riding the shoulder? Great user grade razor. If you have another C-Mon blade in more pristine condition but that has sketchy scales, you might remember that you have that very nice pair on this blade, and swap them.

    That's a great razor, will hone up great and shave great. Well, you know that, of course. Making it look factory fresh would be a lot of work. It could be done but I would just hone it and shave. Keep it or sell it shave-ready or gift it to a deserving noob that you have taken a special interest in mentoring.
