Don't think the city of origin was a requirement. Pretty sure I have 1 or 2 with Made in England, no T.R. Cadman stamp.
To me they look like end of line razors, maybe late 50's early 60's. Rather plain which was probably a cost cutting measure.
Still great razors that shave as good as the older ones.
