Never heard of such a thing.
Seems to me that it is one of those junk razors pakistani steel etc but they say it's carbon steel.
What would a titanium coating do to a blade? Would it make it a PITA to sharpen?
Just curious and wanted some other opinions

Well, if you coated a blade, you'd remove the coating from the edge when honing so I'm not quite sure what the point would be. Anyway, at that price I'm guessing it's just a junk blade, just because it's carbon steel doesn't mean it's any good.

The coating on that is for the look- the colors, not the function- it's a $10 razor! Remember most junk razors are for the collector to show in a display case, or more correctly, for the uneducated collector to show off to their friends, not to shave with.
Custom knives often have that kind of coating but I'm pretty sure it's for looks only. Krenshaw had a lot in the last SMKW catalog I saw.
