I recently got a NOS Friodur that displays similar grinding to your razor. It looks like someone came in drunk on his second day as a razor grinding apprentice and went at it freehand. The appearance is almost comical, but it actually shaves pretty well, once I finally "got there" on the hones.
Annoying, but not the end of the world, I guess.

Keeping the razor straight while grinding the point can be a pain if done freehand. But it should have been caught by quality control.
