It looks like a 63-65 Rockwell hardness. However, its hard to compare razors this way since Rockwell hardness isn't usually advertised.
When TI came out with the Silverwing they issued it in a few different incarnations. Tony Miller had one of the early prototypes and sold it awhile back.

They eventually settled on an alloy and said that as their stock of razors was depleted all of their new razors would be made with the new improved alloy that had been tested and finally settled on in the Silverwing. I have one of those and it is a great razor.

It doesn't have a round point but I really like my Super Gnome 1/4 hollow. Mine is the old TI steel and it is relatively cheap. If you are on the USA side of the pond Classic sells them here.
