When you say "…it still needs more work…", do you mean it failed the shave test?
Does easily it cut hair from your arm?
Cutting arm hair can be a good test for the shavabillity of the edge, hold the blade with a light but firm grip and hold the edge about half the height if your arm hair and try to cut them, if they cut easy the edge should be about ready. If they bend and slip under the edge then you know the edge needs refining.

Every now and again you will meet a stubborn blade; some steels are harder than others, and they may need more laps than usual.
So try something a little different…
If you are sure the bevel is set, raise some slurry and stay on the N8K for a few more laps, and it will suddenly get sharp...

    Hope this helps.
