    Looks like an old frameback.

    They used to make those Sterling Silver razors for the rich guys in the old days. To have good balance the scales would have to be tissue papper thin or it would be much too heavy unless they used a backing on the silver. Just think if you owned that either you would have to oil the scales or you would be polishing them all the time.
