Thanked: 199+1 to what JimmyHAD said. That Norton set it decent to start on if you've never used sharpening stones before. The lapping stone that comes with it, is ok, but it won't stay flat forever, especially is you're lapping the 220/1000 stone much.
Do what he says and pick up the DMT D8C! And make sure you lap with lots of running water, or you might flake off the diamond coating, and that would be bad

I don't want to step on anyone's sale but if you are in Japan you should get with JimR as he is in Japan too and sells a very nice range of strops. Here is a post that will give you the pertinent info in the vendor's corner.
Be careful how you treat people on your way up, you may meet them again on your way back down.

**EDIT** Also, as you are in Japan, I would recommend going with Shapton or Naniwa over Norton simply because you can usually go to a big home center and get them, or get them online for VERY good prices, much cheaper than people in the States.
