    Welcome to SRP.
Here and here you can find a lot info about Joseph Rodgers.
But about "made in germany" I can say nothing.
Most likely, the razor and the box from different makers.

Can you post photos? Is the razor itself stamped Joseph Rodgers?Or just the box.Razors and their boxes are frequently mis-matched.

Welcome to SRP. Since Joseph Rodgers made razors in Sheffield your razor being made in Germany definitely indicates a mismatch of box and razor. Quite common to find them that way. Are you intending to try shaving with a straight razor ?

Posting a photo of the razor with the blade exposed will let members evaluate the condition and let you know whether it is worth having it sharpened to use. Here is the SRP Wiki where you'll find a beginner's guide, recommendations for your first shave and just about anything pertinent to shaving with a straight razor.
Be careful how you treat people on your way up, you may meet them again on your way back down.
