what is the W R with the crown a royal warrant? of who?

The R is for 'Regent IIRC.Be careful how you treat people on your way up, you may meet them again on your way back down.

+1 on what Jimmy said. Also, there are other signs of the blade's age. The jimps on top and bottom, the "universally approved," and the way the shoulderless is ground all tell me that I'm looking at an old blade. Fortunately, you have the WR stamp to help you narrow down the dates.

I'd like to see the rest of the razor. It looks like it might be in great condition. At any rate a W <crown> R marked razor is a rarity. It is rare just to know it was made sometime between 1830 and 1837.
