According to Goins Birko was in business in Solingen between the years of 1930 - 1950. Most Solingen razors are made to a very high standard and you can usually depend on getting a good product.

In that case, I made an especially good buy: mine is in mint condition, except for a crack in the scales. Who'd have thought after some 70 years!
