It looks to me it is made like that so it doesn't scrape the edge of the scales when closing.

I paid $9.95 for it. Is it a keeper?

If you like her, yes. If not, no.

Having looked at it for a week or so, the thing kinda grew on me. The scale is craptastic, but the blade, other than a little rust and "smiles", it's kinda... cute, and it feels like it's only a strop or light hone away from shave ready. Might be handy in a hard to reach places. Do you think a scale proportion to a 3/8" blade would be too small to handle?

Too small to handle? Is that a pun? As the only real benefit of the scale is the steadiness provided by the pressure applied between you fingers while shaving, I say go ahead and make some smaller ones. Just watch the weight, as something too light might not feel right while in use. But this blade can't weigh too much itself, as small as it is. Go ahead and make a set of squarish ended thin scales for it. I would add a center pin so you can keep the width of the scales down by ensuring it has something to stop against.
