The razor looks like it's a quality razor , and is in excellent condition . Made in Germany , like millions of other razors from the early 20th century . It looks like it should be an excellent shaver . Other than that , I can't tell you anymore about it .
Greetings , from Dundalk , Maryland . The place where normal people , fear to go .

There is really no way of knowing the origins of your razor other than it was made by some anonymous manufacturer in Germany on order from Clark Witbeck who may have been a wholesaler or retailer in the U.S. The next batch of orders from C.W. may have gone to another German company who also stamped the C.W. logo in the tang. So there is no way of knowing the consistency of quality from razor-to-razor from the Clark Witbeck company.

It looks like a decent razor, so why not hone it up and give it a try. It may make a great shaver for you. Personally I shy away from razor with the "made in Germany" stamp because there is no guarantee of quality. But if the razor is marked made in Solingen, Germany you can almost always be assured of its quality because of the established standards for that area.

From what I can find: the Clark Witbeck Hardware Co. was a general hardware supplier founded about 1899 in Schenectady, NY., at 413 State St. I don't know if it is still in operation or when it may have ceased business. The last reference I could find was in 1971.

    Regards - Walt
