Welcome to SRP. The short answer is, it depends. If it is in good condition with full blade, little or no hone wear and no cracks or chips in the blade or scales (handles) then yes it probably is. If you can post a photo or two that would be advisable to get more informed opinions.
You will still need to have it honed by a pro if you intend to shave with it. You can find a honemeister in the SRP classifieds in the tool bar above who will perform that service for a nominal fee. See the link in my sig below for more great info and ask any questions you may have on the forums.Be careful how you treat people on your way up, you may meet them again on your way back down.

Thanked: 14Pic
Here are the only pix I have of it. I am a tool and die maker by trade so I thought I would hone it myself. I own a very cheap razor that I honed and it seems to work but the blade has very low carbon so its pretty much a paper weight, lol. I have also been tossing around the idea of trying to make my own blade out of 01 tool steel.

Sorry ktinch but can you post bigger pictures please. Also, Jimmy's advice about getting one razor honed by someone who knows what they're doing is good. Lets you know what you're aiming for. Good luck.

Yankee #7
As near as I can tell, that Wester Bros. looks to be a nice razor, maybe Yankees memorabilia? #7 was retired for the Mick---
