Default I need some help identifying this razor

I bought this razor on ebay when I first decided I wanted to try straight shaving. I bought it because it looked shiny and had some Orange Osage wood scales. He advertised it as sharpened, but obviously it wasn't! I know it's a French razor but other than that I know nothing about it. I paid a little less than $30 for it including shipping. A few questions: Is it a quality razor? Is it worth sending out to be honed? Any advice or history about this brand of razor would helpful and appreciated! Thanks

There is a similarly marked razor discussed in this thread: id help. You may find some useful information in there.

Very pretty! Quality looks good too and it should be a good shaver after a proper honing.
