I'm not sure of the tablespoon/gallon ratio but it's 1 part mineral oil to 200 parts isopropyl alcohol. The exact amount is not critical. I think a typical rubbing alcohol bottle from the drugstore probably comes in about a 500ml size. To that you could add about a teaspoon of mineral oil. The exact ratio is not critical. You can put in half that, mix it, and let it sit. It can take a few days for it to dissolve but even if its not fully dissolved you can still use it by shaking it first. Just dip the razor in (a wide mouthed plastic container is safest for your razor) and take it out and let it evaporate with the razor open. If the amount of oil on the blade is insufficient, then add a little more to the alcohol.

Regarding the alcohol, isopropyl is the cheapest and most readily available and it works fine. If the alcohol is diluted with water for some reason, it will still work, but simply will take longer to evaporate.
