I am convinced that inside of every electric razor is a tiny man that reaches out and rips your hairs out by the roots.
They are evil and should be avoided at all costs. : )
Is that title what they call an Oxy-Moron? Or is, "Get the Oxy, Moron!" what you tell people who string together words like 'Best' and 'Electric Razor' together?!
The only 'best' electric razor would be one that came from a reputable company, though any company that markets electric razors has doubtful reputation in my opinion anyway. They all give crappy shaves, so get whichever one you want. I own a Phillips 8894 that is in the back of a wardrobe somewhere. It was the 'best' when I bought it, but I didn't think it was such a fantastic thing obviously.

I have had several. I feel like it I didn't have a neck an electric might be an option. Just can't seem to get a good result from an electric. Matter of fact I get a much better shave overall from a cheap plastic disposable Gillette than even an expensive electric razor.
That said I seemed to have the best results with the wet/dry electrics and use them with shaving cream. Haven't had one for years and have no desire for one.

Elcectic razors:
Not a lot of experts here.
The Philips/Norelco razors are well adapted for whiskers that
keep changing directions. Not a close shaver but it permits
the necessary second shave for a Friday/ Saturday night date.
Of interest you can lap and sharpen the blades of a Norelco to improve
the shave after six months or so. Lap them with micron or submicron
abrasive on film supported on glass. As with any razor, sharp can be a
good thing. This trick worked well for a friend of mine.
