I would never thought it is a lather. Now it makes sense.
So I've got an excellent shaver with original leather scales !

How should I care about them, apply small amount of oil?

I am not sure how best to preserve them, but I would not use oil. Oils make leather soft, and you want your scales to be hard. My first thought would be superglue or something along those lines, to prevent water from damaging them, but I would investigate before trying as I am not sure if this is the best approach.

Try posting this question in the workshop where the restore guys would see it. Good luck.

PS! I don't own a razor with leather scales. Now I'm a little jealous
