I'm pretty sure it's Japanese. It looks like a 77 Towa I used to own but as I can't read Japanese, I'm not sure if they are the same.

I think I have seen a razor similar to this on JimR's site before. Maybe he will see this and enlighten us.

HA, I PMed JimR and asked him to look. He informed me it is Korean and he does not know how to read it! Of course I felt silly! I have a rather large Korean presence in my area. I will ask some of them and report what is written upon it. I do feel better that some of you saw Japanese as well
