It could be technically possible to weld the wire rope that way but not without really complicating the process and running up the electric bill. Most makers stick to forgewelding (carbon based fires and hammerstuff) techniques that work just as well and are a lot cheaper. Either way its not merely a matter of getting it hot enough, you still have to close up the gaps in all those little wires that is the hard part. It is a cool example of what can be done though.
